Abstract

This review contains the foundations of a new
branch of modern journalism, State Journalism,
an initiative that was born in Cali (Colombia) for
the national and international community and
that provides the theoretical basis to inform from
the institutions that make up the branches of public power and sustenance of democracies and
modern states.
Beyond the recognition and respect of the fundamental right of its members to know what they
think, how they are going and where they are
going, the State has a duty, which is also fundamental to inform. This is a Right-Duty of negative
status that cannot be interfered with or limited.
In Colombia, the rights to freedom of communication, think, think, express, inform and be informed, found social media and disseminate information were incorporated for the first time in
Article 20 of the 1991 Political Charter. We passed,
then, from representative democracy, to the most
modern expression of democracy, participatory
giving the people the prerogative, individually and
collectively, to participate in the decisions of the
State to guide the course of the nation.
Inform from the State, in keeping with the principles of truthfulness, impartiality and timeliness, is the essence of Participatory Democracy
and the Constitutional State that governs us. For
this, the state journalist must know fully what is
the mission, structure and purposes of the State,
and assume the political and social responsibility
that this work entails as a guarantee of the rights
to the freedoms of communication, individual and
collective, motor of participation citizen.


Basically, State Journalism opens the way and delineates a conceptual, theoretical framework supported constitutionally for the relevant training
of those who report from the State with the responsibility of the public servant, subject to social,
political, fiscal, disciplinary, administrative and
criminal control.
